The 14th Five-Year Plan period constitutes a critical window for reaching peak carbon emissions. As a major province in manufacturing and energy consumption, Hebei is fully advancing the development of a new energy powerhouse and accelerating the construction of a clean, low-carbon, safe and efficient energy system.
Recently, authoritative platforms including Qiushi Study Platform under the Publicity Department of the CPC Central Committee, China Radio International under China Media Group, and Hebei mainstream media Great Wall Network have successively published in-depth reports on LISINER Baoding Mancheng Independent Energy Storage Power Station, paying close attention to the innovative practices and exemplary value of the project.

Leading Technology to Build an Energy Storage Model
As the first grid-side energy storage power station in Mancheng constructed by an independent third-party entity, LISINER Baoding Mancheng Independent Energy Storage Power Station serves as a benchmark for market-oriented energy operation in the region. Covering an area of approximately 25 mu, the project boasts an installed capacity of 100MW/200MWh and was successfully connected to the grid and put into operation in February this year. The power station achieves a maximum daily charge and discharge volume of 360,000 kWh, and can deliver more than 1.1 billion kWh of electricity annually, sufficient to meet the annual daily electricity demand of 500,000 households in Baoding.

Reports point out that the commissioning of the project will significantly improve the quality of energy development in Mancheng District, break the bottleneck of new energy consumption, and serve newly built wind and photovoltaic power stations in the region. It optimizes grid operation through intelligent peak shifting and valley filling. Adopting the model of electricity energy trading plus capacity leasing plus auxiliary services, the project develops replicable Mancheng Experience and drives collaborative innovation across the industrial chain.
The authoritative media attention not only verifies the value of the power station, but also highlights its exemplary significance for the development of the national energy storage industry.
Outstanding Strength Validates the Asset Value of Energy Storage
As LISINER’s first grid-side independent energy storage project invested, constructed and operated independently, the Mancheng power station delivers outstanding operational performance. Calculations show that the power station can respond to full-power dispatching instructions ranging from 0 to 100MW within 1 second. It can provide instantaneous power deficit compensation of up to 20MW for the power grid, and supply approximately 8 million kWh of fast frequency regulation and emergency ramp power annually, greatly enhancing the grid’s instantaneous power balance and fault recovery capability.
While safeguarding grid safety and resilience, the power station continuously unlocks the value of energy storage assets and optimizes revenue. It actively participates in Hebei electricity spot market. Supported by advanced intelligent dispatching algorithms and real-time data analysis, trading strategies are optimized and dynamically adjusted. Up to now, full electricity volume has been involved in electricity spot trading, with an estimated annual revenue of 48 million yuan from charge and discharge operations.

Looking Ahead: Serve the Power Grid and Empower New Development
In advancing the sustainable development of clean energy, LISINER centers on digital smart energy practices and energy aggregation operation capabilities. Guided by the philosophy of Concentrate on Micro-grid, Serve the Power Grid, the company enhances the flexibility and resilience of regional energy systems, boosting local economic growth and the expansion of the new energy industry.
The company will continue to deepen its efforts, develop more high-standard and replicable demonstration projects, and contribute greater strength to the construction of China’s new power system and the achievement of the Dual Carbon goals.
